Bir ecosystem has announced a major regional expansion with the inauguration of a new operational hub in the city of Fuzuli, located in the Karabakh region. The new facility, dedicated to m10 and MilliÖn telesales and services, underscores the ecosystem's commitment to driving the socioeconomic revitalization of the region and achieving critical ESG milestones.
The launch was realized as part of the national "Qayıt İş" (Return to Work) project, representing a robust Public-Private Partnership (PPP) executed in collaboration with the State Employment Agency under the Ministry of Labor and Social Protection of the Population.
The strategic importance of this facility was highlighted by the attendance of high-level government and corporate officials, including Anar Aliyev (Minister of Labor and Social Protection), Emin Huseynov (Special Representative of the President for the Aghdam, Fuzuli, and Khojavend districts), Sadiq Aliyev (Chairman of the Board of the State Employment Agency), alongside Bir ecosystem’s official representatives: Farid Huseynov (Chairman of the Board, Kapital Bank) and Samir Mammadov (CEO, PashaPay).
During the inauguration, Sadiq Aliyev, Chairman of the State Employment Agency, praised the opening of new enterprises to ensure sustainable settlement in Karabakh. He noted that the "Return to Work" initiative is an exemplary model of state-private sector synergy.
"This project goes beyond merely creating jobs; it is a fundamental contribution to the socioeconomic development of the Fuzuli district and provides sustainable employment support for the returning population in their homeland."

The primary objective of the Fuzuli hub is to generate sustainable employment for returning residents while strengthening the digital payment infrastructure across the region. Delivering on this mission, the ecosystem has strictly localized its hiring process.
Following the historic victory and their return to Fuzuli, 14 local residents were referred by the State Employment Agency and officially integrated into the Bir Ecosystem team. Driven by rapid regional scaling, the ecosystem plans to expand the facility's workforce to 20 specialists in the near term, solidifying Bir's role as a key employer and digital enabler in Karabakh.
